Normal mounts and trained animals that can be purchased from the Players Handbook are also allowed.

NO custom items. Only items from the approved books are allowed.
Custom items will be removed from characters with no substitutions.
Custom items include changing the type of item.
Ex: You can not change Gloves of Dexterity to a Vest of Dexterity.
NO single item can be worth more than 35% of the starting gold.

Characters with item creation feats may create their items but they must account for the cost of components and must pay the experience point penalty for the creation of the item.
Created items must correspond to the items in the approved books.
Ex: You can create Gloves of Dexterity but not a Vest of Dexterity.
Any spell from the approved books can be scribed as a scroll.
Some magic items allow spells to be stored in them. Unless the character has the ability to cast the spell, the character must pay for the stored spell.
Cost for a stored spell:
See DMG for cost of Scrolls.
There is an additional cost of 1000 x Character Level of the
caster to account for his/her services.
Characters that use spell components are assumed to have the more
common components. However, they must purchase any component that
lists a specific cost.
Ex: Identify requires a pearl worth at least 100 gold.
PLAYERS must be able to account for all purchases. The easiest way to do this is to keep the costs of all items next to the item.
